p.s The commentator mentions TRO which stands for
Traffic Regulation Order
used to stop motorcycles using the back lanes.

TRO's don't just apply to motorcycles,they can be used to stop/allow stuff like 4wd's,horse drawn carts/carriages also. In more damaged rural areas where people have been "greenlaning" in 4x4's they will often restrict use of the BYWAY to smaller traffic indefinately or for a set period. One TRO I saw in a video recently banned anything with more than 2 wheels until christmas eve.

And 2nd fact,the rider in question "danmoto73" does not ride a BMW. It's a KTM 450EXC. "svengalie" the rider danmoto73 is usually with is also on a KTM 450EXC

I'm actually on the lookout for an offroader to do just this. Granted there aren't as many byways here as there are in the mainland,there are enough to explore and likely more to find. I don't think we are subject to the same TRO and road classifications though,bit of a grey area there as far as my research has gone..
