TRO's don't just apply to motorcycles, they can be used to stop/allow stuff like 4wd's,horse drawn carts/carriages also. In more damaged rural areas where people have been "greenlaning" in 4x4's they will often restrict use of the BYWAY to smaller traffic indefinately or for a set period. One TRO I saw in a video recently banned anything with more than 2 wheels until christmas eve.
And 2nd fact, the rider in question "danmoto73" does not ride a BMW. It's a KTM 450EXC. "svengalie" the rider danmoto73 is usually with is also on a KTM 450EXC ----------- They are part of a community known as "moto-vloggers" vlog meaning video-log (similarities to "blog"): hence helmet cameras and commentary.
Chances are this is the video Preloader meant to post?

Capanagh and a few others also show up on the OSNI mapping which I'm going to look further into. |
